You can play disk images without mounting with Ootake.

Version 1.1.3 plays Sapphire with garbled graphics. ME 1.1.2 plays it fine.

As per the instructions for ME 1.1.0, I've attempted to boot CDs from the command line using

pce.exe -cd and pce.exe -cd:E (drive pce cd is mounted to)

All I get is a blank screen.
