You only need that card to play games made by hacker games. There weren't that many made by them anyways and they were all perverted, haha.

Game Express card is used to play those perverted hacker games, haha. To get it to work you need one of the hacker games discs or iso.

I don't know about command line, but it can be run off a flash drive. Just drag the folder to the flash drive and you're done, haha.
