Initialization error -19?

I'm using the front end quickplay (http://quickplay.sourceforge.net/) to run magic engine. Its easier for me because I can keep all my roms in a good merge format without having to unzip what I want to play. Anyways, all it does is run magic engine from command line. However, about 70% of the time I will get Initialization error -19 and just have to constantly retry until it works.

Any idea on what causes this? Thanks.
