Power Golf (U) does not show up on the game list, I've unzipped the game and still have the same problem.

Bad ROM maybe. Try another dump.

I found the problem. There are 2 Power Golf (U) with different CRC's. GoodPCE renames both of them although they have different CRC's, one's corrupted, the other works... strange. So yes the ROM I had was bad.
